Introduction Excessive nutrient inputs from agriculture endanger groundwater and surface water. Based on the EU Nitrates Directive, the Fertiliser Application Ordinance is intended to protect against such pollution in Germany. In an impact monitoring, we want the assess the effectiveness of the Fertiliser Application Ordinance. It is intended to provide annual, nationwide assessments of the status of agricultural emissions and nutrient loading (nitrogen and phosphorus) in water bodies. Methodologies We focus on developing a set of indicators to derive trends for agricultural emission indicators for German water bodies. For this purpose, a national database is established and algorithms are developed to calculate time series for spatial emission indicators. It is largely based on existing administrative data at farm and field level from federal states. The database is linked to a model to derive regional nutrient surpluses (soil surface budgets) from agricultural land use. Output Following products are envisaged in MonWiD: - A report on methods of emission indicator calculation - make the algorithms used behind the calculation of the indicators publicly available - data set on regional nitrogen and phosphorus budgets for Germany Impact With our work, we support the evaluation of the national implementation of the Nitrate’s Directive’s action programme and can contribute to the development of an EU-wide water protection policy evaluation framework. Furthermore, our work can be the basis to strengthen the polluter-pays- principle in German water protection regulations. What I can offer Provided our works go as planned, we offer time series data of agricultural nutrient budgets at municipality-level for Germany for the period 1999 to 2022 (or more recent year). First results look promising and a peer-review publication is currently being produced. What I need We’re looking forward to engage in discussions on conceptual issues regarding regional nutrient modelling, policy impact monitoring as well as determination of grassland yields. Experiences related to the monitoring and implementation of the EU Nitrates Directive in Member States are welcome as well!
