Introduction The effective contribution of agricultural policies to sustainability, including climate change and biodiversity loss issues, remains largely debated in Europe. In that sense, a more evidenced-based assessment of European and national policies is now required, from design to ex-post assessment of the policy cycle. This is especially the case for Common Agricultural Policy (CAP), for which performance assessment of impacts and compliance is now mandatory (Commission Implementing Regulation (EU) 2022/1475). However, following previous experiences, the anticipation is still a main obstacle for CAP assessment activities at national and European levels. The initial ambition faces when evaluation time has come a significative lack of data, methods and data processing/analysis capacities. This results in difficulties to identify the proper effects of each measure. It also lowers the possibility for policy-makers to use these results to understand properly the causal effects of previous policies and to design innovative and more efficient programmes. We come from the France's National Research Institute for Agriculture, Food and Environment, and a Data Service Unit (ODR) created in 2009, to support French agricultural ministry for CAP evaluation, and researchers on the scope of indicators / data / crop systems / production systems. Methodologies Our proposal is to take stock of data and methodology needs and availability for CAP evaluation, considering both the previous (2014-2022) and the present (2023-2027) periods. We will focus on main agri-environmental indicators required for the evaluation of French CAP National Strategic Plan, in relation with other national (low carbon French national strategy, climate and resilience law, etc.) and European (Green Deal) policies. We will also review OECD definition of agri-environmental indicators. Output 2 steps, 2 deliverables (reports) A review of main agri-environmental indicators for public policy evaluations – June 2026 Proposal of methods to calculate main agri-environmental indicators for public policy evaluations – June 2027 Impact - A clearer view of the main indicators of interest, and the challenges that must be overcome in order to calculate them - Data-based solutions for policy-making What I can offer - Sharing our expertise on data workflows in France, for administrative data / statistical data, on agri- environmental issues - Sharing our organization for CAP evaluation - Sharing difficulties that we face for the calculation of impact indicators in France What I need Understanding how agri-environmental indicators are calculated in other countries, how CAP evaluations are carried out: organization, data processing, and the division of responsibilities between research institutions and public administration. I also would like to meet with counterparts working in these areas.
